Downloads from the pre-installed web browser are located at /storage/emulated/0/Download

If you use the pre-installed file browser this is shortened to Local Disk /Download

In Kodi this would be /Root filesystem/storage/emulated/0/Download

Android is based on Linux and uses the Linux file system. It is a bit more complicated that with Windows.

If it was via Hotmail using the pre-installed browser then it should be located at /storage/emulated/0/Download

From the home screen select the file browser app (yellow icon with folder, in the row of apps at bottom left). Then select Local Disk - Downloads. The file should be there.
