I Would like to share folder on my computer
And access it via file manager and copy
E.g. movie file to himedia device onto plugged in external USB drive
Is this possible and if so how ?

Yes it's possible.

I advise installing 'ES File Explorer' from Play Store. It's the best Android file manager app.

From ES File Explorer select 'Network' on left menu then 'LAN' then 'Scan' from bottom menu. It will scan your network for SMB (Windows) network shares and allow you browse those it finds.

You'll need to have shared the folder correctly on the PC. Guide here: http://www.geeksquad.co.uk/articles/how-to-set-up-file-sharing-on-windows-10
