Hmmm gonna try that right now, again the windows client never had this issue however the 2 windows boxes are running the same o/s so it may have no problem reconnecting and waking up the server device where the Android Box may not be able to do it properly... Really appreciate the suggestion and gonna try it.

Well still no go, sheesh... The allow sleep or power option was not enabled on server network card..

So upon further testing, when it won't load I can reboot the windows box(main server) and NOT the Android box (client) and it will begin to work again and don't need to reload kodi.

Still all windows boxes are working all the time without fail..
