I looked on Google Play but almost all say they require Root Access.  Is there a "non-Root" app/widget that allows gives  a power off or restart menu for the official firmware...similar to the one in pcristi's custom firmware?

PowerMenu.apk from CFW then install as nomal apk on OFW.
