Android 7 HM 2.0.0 Bluetooth Always on when power up

Bluetooth is always on when the box is powered up even if it has been previously turned off.

This has been mentioned before but is still happening.

For some setups it may be desirable for bluetooth to be on when powered up but this should be selectable not fixed.

Has this been looked at?

It hadn't been noticed up to now as a bug in 2.0.0.
