Don't know about browser but maybe you could run the HiControl app in an Android emulator.

HiControl Android app works fine from a mobile device and "mirrors" the screen (without needing the TV turned on).  Of course this does not run under Windows.

If you just want to use normal file functions from a network PC; copy, move, delete, rename/change files etc (i.e. not actually remote control of the Q10 Pro) you can simply access the SD card and also internal hard drive from a Windows PC using Network/share (turn on Samba share).

From Windows, it was easy to find:   /share/sdcard (for internal card)  OR /share/sda/sda2 (for internal hard drive)

Possible? Sure!
But no one does give support for that.  Its all about android and ios apps now.
Windows falls behind.

Further to this question, I have now tested DLNA functions and found it is simple to "cast" a video or music file from a Windows 10 PC to the Q10 Pro (using File Explorer).  Therefore, a PC can "control" the player ;D
