Is it possible audio HD passthrough by HDMI in Kodi?

Yes. 5.1 channel DTS / AC3 only. No 7.1.
It should work without any changes to Windows setup.
In Kodi go into Settings and change the Settings level to 'Advanced' (bottom left of screen). Then go to System - Audio Output. Change 'number of channels' to 5.1. Check the 'Enable passthrough', 'Dolby Digital (AC3) capable receiver' and 'DTS capable receiver' checkboxes.

It doesn't support 7.1 channel HD-Audio (DTS-HD MA and Dolby TrueHD).
No Intel Bay Trail Windows products suuport 7.1 channel HD-Audio. In fact, very few HTPCs do and nothing anywhere near the price of the PCG03.
Our HiMedia Android based products all support 7.1 HD-Audio.

Kodi always has the option to specify more speakers than you might have available. If you set it to 7.0 or 7.1 speakers you'll get no sound from PCG03.

The settings I refer to are in the sound settings on the Mele not in Kodi. I have 7.1 active in these settings and when I use a 7.1 test disc the sound comes from the correct speakers. The only time I get a problem is if I change the sampling frequency.
