This may be the solution:
Go Settings - more - language & input and install Swedish as a language.
After doing that select Languages (should say 'English and Swedish') and drag Swedish bar using two horizontal line icon at right to the top (#1 position).
System language should change to Swedish and when you go back to Language & input screen (or Sprak och inmating) it will say Svenska och engleska under Sprak heading.
This will automatically update keyboard settings to Swedish default.

Doesn't work for me. I set up Hungarian everywhere I even tried installing gboard (google keyboard) but still no Hungarian characters vie external keyboard.
In Android 5 the setting was: Languages & input -> Physical keyboard (Keyboard and input methods) -> and here was the option to configure the layout of the external keyboard. Now the option is missing.
Workaround:
I installed the following app and I was able to set up Hungarian layout:

It's a demo, but it works for now and does not popup any demo related messages so far.

Same reported on a local forum with hungarian language and Microsoft All-in-One keyboard. So it seams that it's not the specific keyboard's incompatibility, rather a general fw void. (Worked flawlessly on previous fw-s, btw).... Hope they will fix in the next one...

Saying so and looking it up I see that Android7 has changed settings. Go to language and input options and watch out for hardware /physical keyboard options.
